Change in procedure for granting permits for special use or water use

The Cabinet of Ministers of Ukraine amended the procedure for granting special permits for subsoil use. They provide that special permits for subsoil use provided Derzhheonadramy auction winners with their sales and no auctions in cases provided by paragraph 8 of the Procedure Derzhheonadramy except minerals in the local ARC, permits for mining which are provided by the Council of Ministers of Crimea in accordance with Procedure;

Also Procedure provides that a special permit for mining (industrial development of their fields) is available only after the examination and evaluation of proven mineral reserves in the prescribed manner or predictive testing (prospective) mineral resources of local significance by the State Commission on Mineral Reserves provided further approval of the following stocks.

Moreover, as amended and the Order of approval and issuance of permits for special water use, according to which special use permits issued in the case of water of water objects: national importance - MEP, and in the ARC - ARC executive authority of Environment and Natural Resources (hereinafter - the bodies of Environment and Natural Resources) and local - the Council of Ministers of Crimea, regional, Kyiv and Sevastopol city councils agreed with the authorities on environment and natural resources.
