Export quota of pipes from Ukraine to the TC can be replaced price obligations
Ukraine and the Customs Union of Russia, Kazakhstan and Belarus have agreed to change the format of the Agreement on regulation of certain types of Ukrainian steel pipes for the replacement of quotas on price undertakings, said the agency "Interfax-Ukraine" familiar with the negotiations source.
He explained that the anti-dumping measures on imports of Ukrainian pipes in effect until the end of 2015, and the rules of the World Trade Organization, which has already entered Russia and Kazakhstan shall admit only anti-dumping measures in the form of fees or cost constraints.
The agency's interlocutor said that the last time the problem of supply of Ukrainian pipes partially solved by quotas under the above agreement, but the specific quotas are set only for the next six months, which does not suit Kiev. Ukrainian side proposes to increase them both in term of up to review anti-dumping measures or the acceptance of price commitments and magnitude.
As reported, the last time the Protocol Amending the Agreement on regulation of certain types of steel pipes, originating from Ukraine, Russia, Belarus and Kazakhstan was signed December 31, 2012 for the period to 30 June 2013. According to him, during this period the supply of Ukrainian steel pipes in Belarus may reach 35 million tons, Kazakhstan - 16 thousand tons, Russia - 120 thousand tons.
Earlier it was reported that at the end of December 2011, Ukraine and the Customs Union countries signed an agreement on duty-free deliveries in January-June 2012, a total of 264 thousand tons of Ukrainian pipes, including in Belarus - 72 thousand tons, Kazakhstan - 42 tons , Russia - 150 thousand tons. Later, arrangements were made to maintain the same volume of deliveries to Russia in the second half.
