Heat tariff for the population in Ukraine could rise by 30% before the end of the heating season, with a draft law providing for penalties for those who switched to individual heating
According to government officials, current residential tariffs for thermal energy only cover 70% of the cost of these services. To achieve economic levels, the fee for a studio apartment heating is expected to increase to 303 UAH., Double - from 333 UAH. to 443 UAH., And residents of two-bedroom apartments should not pay 441 UAH., And 587 USD. To avoid the situation with the mass of subscribers disconnecting heating services, officials decided to toughen the transition to individual heating and introduce penalties for those who willfully disconnected from heating systems.
National Commission for the state regulation of public utilities (NKRK) published a bill which proposes to amend the Law of Ukraine "On Heat Supply" and "utility services", as well as the Code of Ukraine "On Administrative Offences".
According to the document, unauthorized disconnection of heating systems can result in a fine of 100 to 150 tax-free minimum incomes (1.7 - 2.5 UAH). In addition, the landlord of illegal boiler will need to be at their own expense to restore the original version of the system of central heating. In this case, for the unauthorized connection to the system, which implies free access to the service, be fined a much smaller - from 5 to 20 minimum tax citizens (85-340 UAH.).
The bill also introduces a fine 425-850 UAH. for those consumers who fail to representatives DH organizations access to individual plants or heat meter. The need to tighten regulation of the transition to civil heating system officials explain that "autonomization" will lead to the destruction of the district heating system as an integrated complex. In addition, the mass installation of boilers, in their view, is an environmental hazard.
Since earlier, Prime Minister Mykola Azarov said that Ukraine is ready to go to a differentiated increase in utility tariffs for the population for the sake of compromise with the IMF, we can assume that these bills will soon be approved and put into operation.
